Herman Cain: Who came up with the 999 plan?

With Herman Cain now a GOP front-runner in some polls, DCDecoder offers a four-point primer on Cain's 999 plan.

Herman Cain, it may be your moment - as Decoder wrote yesterday, Cain is leading the entire GOP field in the latest Wall Street Journal/NBC poll.

Want to understand what all the fuss is about when it comes to Cain?s ?999? tax plan? Here you go.

1. The Plan itself. What may surprise many is that the ?999 plan? - a 9 percent personal income tax, 9 percent national sales tax and a 9 percent business tax - is actually only phase two of Cain?s overall tax vision. In phase one, Cain would cut individual and corporate tax rates to a maximum of 25 percent. Then, in phase two, he would implement the ?999? rates. Phase three is the implementation of a ?fair tax.? That tax would amount to a single national sales tax (typically formulated at 30 percent) in lieu of all other taxes. Why not just go straight to the fair tax? Cain writes, somewhat nebulously:

Amidst a backdrop of the economic boom created by the Phase 1 Enhanced Plan, I will begin the process of educating the American people on the benefits of continuing the next step to the Fair Tax.

2. What do economists think about this plan? There are plenty of economists with plenty of opinions, but The Christian Science Monitor?s Ron Scherer caught up with a boatload of them. In general, they aren?t very bullish:

?Every CEO says the reason they?re not hiring is because they?re not seeing demand,? says Rachelle Bernstein, a vice president and tax counsel at the National Retail Federation, a lobbying group, in Washington. ?An additional tax on consumer spending will negatively impact that already weak demand.?

Some economists worry the plan would result in national tax cheating since retailers might offer items for sale at two different prices: one with tax and one without tax for people paying with cash. ?The incentive to cheat is huge,? says Nigel Gault, chief US economist for IHS Global Insight in Lexington, Mass.

Mr. Gault says this is the reason why most countries have enacted a Value Added Tax (VAT) that gets tacked on during the different phases of producing a product. As each tax gets added on, there is an incentive to pass it on.

Since Cain would eliminate the business deduction for labor but not investment, the plan would most likely cause distortions that might add to the unemployment rate, says [John] Silvia [chief economist at Wells Fargo Securities in Charlotte, NC]. ?This would favor heavy industries that use lots of capital and penalize companies where labor is significant and capital is small,? says Silvia. The entire service sector would be disadvantaged, he adds?.

But probably the largest economic impact would be shifting the tax burden. ?It?s a huge tax reduction on the very top and a huge tax increase for moderate and low income people,? says Michael Graetz, a professor at Columbia University who has testified before Congress on taxes.

Soap Dish: A Get Well Letter To Kirsten Storms

If you are a General Hospital fan then you know the lovely Kirsten Storms, who plays Maxie Jones, is sick. It is so bad that they had to bring in a replacement Maxie until the actresses gets better. When people are sick they like get well cards, wishes etc so I decided to make this week?s Soap Dish a get well letter to one of my favorite soap stars Kirsten Storms. Dear Kirsten, Please get well soon. Port Charles is not the same with you. Although your stand in is holding her own nicely, you in my eyes are Maxie and I miss seeing you on my TV. Even though I originally knew you as Belle on Days Of Our Lives I have grown to love you as the ever so entertaining, witty and sometimes very witchy Maxie. You are perfect as this character with your wonderful talent and chemistry with pretty much everyone on the show. You are a scene stealer for sure and there is something seriously missing from GH without you! Besides how much you rock on the show, after watching you on Dirty Soap the past couple of weeks I feel like I have grown to [...]

Exercise before and during early pregnancy increases two beneficial proteins for mothers-to-be

ScienceDaily (Oct. 14, 2011) ? Although exercise is generally considered to be a good thing for people with high blood pressure, it has traditionally been considered too risky for women who are also pregnant. Some studies suggest that exercise has benefits such as decreasing the risk of women developing preeclampsia, a condition that raises blood pressure to dangerously high levels but how this might happen has remained unknown. New research using an animal model falls into the "pro-exercise" camp: It suggests that exercise before conception and in the early stages of pregnancy may protect a mother-to-be by stimulating the expression of two proteins thought to play a role in blood vessel health.

The study was led by Jeffrey Gilbert of the University of Oregon's Department of Human Physiology, while he was with the University of Minnesota Medical School. Dr. Gilbert will present the research at the Physiology of Cardiovascular Disease: Gender Disparities conference, October 12-14 at the University of Mississippi in Jackson. The conference is sponsored by the American Physiological Society with additional support from the American Heart Association. His presentation is entitled, "Exercise Training Before and During Pregnancy Improves Endothelial Function and Stimulates Cytoprotective and Antioxidant Pathways in the Pregnant Rat."

VEGF

In the study, female rats were separated into two groups, the exercise group and the control group, and later impregnated. The exercise group ran voluntarily on an activity wheel for six weeks prior to and during pregnancy, with running times and distances monitored weekly. The control group did not exercise. The team analyzed tissue samples taken from both groups late in their pregnancies.

The researchers found that the rats in the exercise group had higher levels of a circulating protein called vascular endothelial growth factor (VEGF) than those in the control group. VEGF and a pregnancy specific version of the protein called placental growth factor (PlGF) are important because not only do they stimulate the development of new blood vessels, they also maintain normal vessel function which in turn promotes good cardiovascular health.

According to Dr. Gilbert, finding increased VEGF in the exercise group has important implications for understanding, and perhaps preventing, preeclampsia. He noted that clinical and experimental studies have found that high levels of a protein called sFlt-1 can bind up the mothers' circulating levels of PlGF and VEGF and can lead to preeclampsia.

The researchers also saw that when VEGF increased, endothelial function increased. The endothelium is a thin layer of cells that line the inside of blood vessels. It reduces turbulence in blood flow, which allows blood to be pumped further with each heartbeat, thus taking stress off the heart.

Heat Shock Proteins

The team also found that the rats in the exercise group had increased amounts of heat shock proteins (HSPs) compared to those that did not exercise. One HSP in particular, HSP 90, is thought to play a vital role in maintaining the blood vessels of the heart. It works in sync with VEGF and nitric oxide to dilate blood vessels so that blood flows more freely, which lowers blood pressure. Increased expression of HSPs as a result of exercise could provide a preconditioning effect that may help protect against cellular damage in the placenta during pregnancies complicated by high blood pressure.

"There have been many studies about exercise and pregnancy, but not at the molecular level," said Dr. Gilbert. "We hope to learn whether stimulating these proteins with exercise before pregnancy or early during pregnancy can lower a woman's risk for preeclampsia."

Hamas chief:1,027 prisoners to be freed in swap (AP)

CAIRO ? Hamas chief Khaled Mashaal says 450 prisoners will be released within a week, and the rest of 1,027 prisoners two months later in the swap deal that secures the release of Israeli soldier in captivity since 2006.

Mashaal described Tuesday the prison exchange as "national achievement" for the Palestinians.

He said more than 300 Palestinians sentenced to life sentences will be freed along with all 27 Palestinian women in Israeli prisons. It is not clear at what stage the Israeli Sgt. Gilad Schalit will be released.

Speaking in a televised address from Damascus, Syria, Mashaal said he was pained not to be able to release all the remaining prisoners.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

JERUSALEM (AP) ? Israel's prime minister says a captured Israeli soldier held by Hamas militants will be home in the "coming days" after a prisoner exchange was agreed on.

Benjamin Netanyahu said late Tuesday that a deal with Hamas was initialed last Thursday and signed earlier Tuesday.

The deal would free hundreds of Palestinian prisoners, including many convicted in deadly attacks on Israelis, in exchange for Sgt. Gilad Schalit.

Netanyahu said in a televised address that he understands the pain of Israeli families who have lost loved ones to Palestinian violence. But he said he got "the best deal we could get" given the turmoil in the region.

Vinegar of politics needs honey of civility

Personal attacks in politics are a mirror of a society's slide toward social incivility. How can civility be restored? The topic is attracting interest.

As the race for president heats up, so, too, do the words of candidates and their supporters. The latest extreme examples? A Dallas pastor who is a Rick Perry supporter denies Mitt Romney is a Christian while labor leader James Hoffa threateningly calls on Democrats to ?take out? Republicans.

Fortunately, this kind of incivility ? the rudeness, personal attacks, and prejudice ? is attracting more attention. Researchers, pollsters, and others are studying the effects of vitriolic rhetoric on democracy and looking for ways to promote civility in society.

After US Rep. Gabrielle Giffords was shot last January by a deranged man, the University of Arizona in Tucson set up a National Institute for Civil Discourse. It hopes to become a ?counterweight to the dominant business and media model of our age which attracts an audience by catering to existing fears and beliefs, rather than challenging them.?

Next month, the University of Iowa in Iowa City is holding a two-day program on finding ?the line? between conflict and civility in politics. Last year, a survey by the Public Religion Research Institute found that about 80 percent of American adults say a ?lack of civil or respectful discourse in our political system? is a ?somewhat serious? or ?very serious? problem.

    Individuals are speaking up, too.

Documentary filmmaker Ken Burns decries ?the loss of civil discourse? in America and asks for a civility to ?confront together difficult issues even when we may disagree.? Mr. Romney himself ? no stranger to attacks on his Mormon faith ? warns Republicans that ?poisonous language ... has never softened a single heart nor changed a single mind.?

Adding to this interest is a new British study released this week that looks at how people treat each other in day-to-day life, such as not using cellphones in enclosed spaces.

It found Britain remains a well-mannered and courteous country, a place where politeness and reciprocity in empathy may be even prevalent than they were a couple decades ago. But it cites long-term trends that could decrease civility.

Conducted by the social think tank The Young Foundation, the study is called ?Charm Offensive: Cultivating civility in 21st Century Britain.? It finds that people are worried about keeping codes of courtesy in the face of ethnic diversity, time constraints, and the ease of digital technology to spread inflamed and often anonymous rhetoric.

An individual?s experience of incivility shapes the way he or she feels about a community and society in general even more than crime statistics, the study finds. It suggests solutions in decreasing stress, improving the quality of public spaces, and giving people a sense of belonging and a stake in their surroundings.

?A communitywide effort to cultivate small acts of courtesy and compassion in our daily lives will yield greater results, over time, than top-down approaches which try to enforce respect,? the study suggests.

Other research in the United States finds that incivility rises in politics when people are more ideological, divided, and frustrated. Politicians engage in personal mudslinging only as much as society tolerates it.

The British study?s main point is that treating others with respect and kindness can spread easily when enough individuals practice such behavior. That sets the moral climate to help keep politics less muddied.
