ECB flags July rate rise as inflation stays high (Reuters)
BRUSSELS (Reuters) ? The European Central Bank signaled it would raise interest rates again next week as data showed inflation in June stabilized well above the bank's target.
"We are strongly determined to secure that inflation expectation remain firmly in-line (with our expectations)," ECB President Jean-Claude Trichet told the European Parliament's economic and monetary affairs committee in regular testimony.
"The current monetary policy is accommodative and ... as I said we are in a state of strong vigilance," he said.
The phrase "strong vigilance" has regularly been deployed to signal a rate hike at the next meeting and the ECB is meeting on interest rates next Thursday.
The euro hit a fresh three-week high against the dollar in response, while it also remained supported as Greece moved a step closer to securing international aid after voting in favor of austerity measures.
The European Union's statistics office said consumer prices in the 17 countries using the euro were 2.7 percent higher in June than a year earlier, the same as in May. Economists polled by Reuters had forecast a figure of 2.8 percent.
The ECB wants to keep inflation below, but close to 2 percent and already raised its refinancing interest rate in April by 25 basis point to 1.25 percent to curb price growth.
No breakdown of monthly data is available with the early estimate, but the June inflation is likely to be largely an result of more expensive oil.
"There are signs that euro zone price pressures are starting to ease, although much will clearly depend on oil price developments," said Howard Archer, economist at IHS Global Insight.
"Slowing euro zone growth after the first-quarter spike up and still relatively high unemployment are likely to put a brake on underlying inflationary pressures," he said.
"It is notable that the European Commission's business and consumer confidence survey for June showed consumers' inflation expectations falling back appreciably for a second successive month and pricing expectations among companies falling back in all sectors," he added.
Trichet's use of the key "strong vigilance" phrase to signal a rate rise ends market speculation that the bank could delay another increase in borrowing costs because of the debt crisis in Greece and the contagion threat it poses to other euro zone countries.
But economists said Greece's problems and their potential impact on the euro zone could still make the bank delay the next interest rate rise, which economists expect will happen later this year, taking the refinancing rate to 1.75 percent.
"Slowing euro zone growth, evidence that underlying inflationary pressures remain moderate and still serious concerns over the Greek situation suggest that the ECB could hold off from acting for some time to come after the signaled July interest rate hike," Archer said.

My name is Erica and I am the daughter of an adulterer. I discovered the adulterous streak in my own family when my mother told me my father was having affairs. I was in my thirties at the time and, although I had no idea what was going on when I was a child, it somehow didn't surprise me. My father was one of four brothers, all of whom were womanizers. I married someone who I was sure would be faithful and I was totally blindsided by his affair with a co-worker.
Divorce has many negative effects on kids, but divorce due to infidelity has some unexpected fallout, especially to the sons of adulterers, but to daughters as well. The Kennedy family is the most famous example of womanizing passed down through the generations.
Frank Pittman, one of the best writers ever on the subject of infidelity has some wonderful insights. Here in his book "Private Lies" he talks about what effect parental affairs have on children's adult lives:
"Parental affairs can be the training ground for their children's adult lives. Crises of infidelity disfigure the pretty domestic fantasies about falling in love and living happily ever after. For children these are indelible lessons about what they can expect when they grow up-from men, from women and from marriage."
Children do survive divorce, but they pay a heavy price for their parents' infidelities. Perhaps the most common effect of parental infidelity is the children's subsequent infidelities. For the next generation, I think it would be a good idea if we had self-help groups for Adult Children of Adulterers. The impact and the the problems of people who grew up amid secrets and deceits and constant threats to the marital stability are not greatly different from those faced by children growing up with alcoholic parents. Children are not likely to grow up normally surrounded by dishonesty, disorientation, gender obsessions, or the temporary insanity and fugue states of high romance. But if infidelity and divorce are considered normal, normal children can grow up expecting it and preparing for it.
Adult children of adulterers may have identified with the betrayer of the family....As children see it, adulterers are out having fun, getting the excitement the folks back home are missing. Children of infidelity, especially the sons of philanderers, are very much at risk to become philanderers themselves."
As I can attest, the sons may become adulterers but the daughters marry them. Maria Shriver, the betrayed wife of Arnold Schwarzenegger, is a Kennedy.
Dave Carder, author of "Close Calls: What Adulterers Want You to Know About Protecting Your Marriage" says it can be difficult to find out the family history of adulterers because it's often kept a secret. He says, "Men may have learned to self-medicate through sex, especially if they grew up in a family atmosphere of anger and shame. Chronically conflicted families can predispose individuals to addictive or compulsive behavior, which may be acted out through sex."
Arnold Schwarzenegger certainly grew up in an atmosphere of "anger and shame." In an interview with "Fortune" in 2004, told how he suffered what "would now be called child abuse" at the hands of his father, a member of the Nazi Party, who beat him regularly. Interestingly, his father preferred his stepbrother Meinhard, because he suspected Arnold wasn't his "real" son. In a strange psychological twist, Arnold turned the tables as an adult by fathering a child in an adulterous relationship under the nose of his wife and his "real" children.
If it existed, I'd certainly attend Adult Children of Adulterers. I might meet some famous sons and daughters there.

Lawmakers Urge Obama To Pursue Energy Security Through Natural Gas
Nine members of Congress, including several representatives of powerful national security committees, have prepared a letter imploring President Obama to press for expanded natural gas exploration and production in the United States -- primarily though the use of an unconventional and contentious technique known as horizontal hydraulic fracturing.
"As members of both political parties and as citizens in support of your call to get serious about a long-term policy for secure and affordable energy," reads the Monday dated letter from the group, comprised of four Republicans and five Democrats, "we urge you and members of your administration to take a leadership role in encouraging the continued development and utilization of our nation's vast natural gas resources by any means necessary, but most specifically, by unconventional shale gas recovery."
Hydraulic fracturing involves the high-pressure injection of a cocktail of water, sand and a variety of chemicals thousands of feet underground to crack open rock formations and stimulate the release of natural gas. Though the process is not new, refinements in the technique -- including the ability to branch horizontally, in multiple directions, through deep-shale layers from a single bore hole -- are touted by the industry, as well as by the authors of Monday's letter, as being safe, tested and capable of unlocking vast and previously unreachable deposits of natural gas.
But a host of environmental and health concerns have been raised in recent years over lax government oversight of the industry and the potential for chemicals and methane to bleed from poorly constructed wells and into surrounding rock formations, eventually contaminating drinking water supplies closer to the surface.
Other concerns have been raised surrounding the vast amounts of water needed to stimulate wells in this way, as well as the production and disposal of potentially toxic wastewater generated in the process. An article published in The New York Times on Sunday also raised serious questions about the economic viability of natural gas exploration in deep shale formations and whether the gas industry is recklessly overstating the potential returns.
The combined controversies have led to a moratorium on such gas exploration in New York, one of several states sitting atop a highly sought-after deep shale formation known as the Marcellus Shale. The Environmental Protection Agency, meanwhile, is in the midst of an expansive study of potential groundwater contamination from hydraulic fracturing, and other federal agencies, including the Department of Energy, are also reviewing the process.
The industry is staunchly opposed to federal oversight of natural gas development, preferring instead to work with state-level regulators. Critics argue that states are overburdened and ill-equipped to ensure the environmental safety of the gas industry and to manage any potential health risks posed by so-called fracking.
The lawmakers' letter refers heavily to a speech made by the president at Georgetown University on March 30, in which he laid out a broad vision for the future of energy development in the United States and emphasized the need for the country to move toward energy independence -- in large part by tapping these new sources of natural gas.
Drawing on these reserves, the authors argue, is vital to the nation's security interests and keeps with the spirit of efforts already being undertaken by the State Department through its Global Shale Gas Initiative, a program designed to export American fracking technology and expertise to other nations seeking to develop energy independence of their own. These include several former Soviet satellite nations, such as Lithuania, Poland, Hungary, Slovakia and Bulgaria, which are critically dependent on natural gas supplies from Russia.
"While we are doing this important work abroad," the legislators note, "it would be the height of contradiction to place unwarranted restrictions on both the locations and methods by which we attempt to recover our own 2,552 trillion cubic feet of natural gas in the United States."
Members of the House Armed Services Committee, Select Intelligence Committee, Judiciary Committee, and Homeland Security Committee are among the signatories of the letter, which include Representatives Michael Conaway and Mac Thornberry, both Texas Republicans; Henry Cuellar, a Texas Democrat; Pennsylvania Democrats Mark Critz and Jason Altmire, along with Republican Bill Shuster, also of Pennsylvania; Ohio Democrat Tim Ryan; Republican Tom Reed of New York; and Democrat Dan Boren of Oklahoma.
"We owe it to our citizens, and most importantly, our military," the letter concludes, "to be free of the constraints of having to fight abroad over resources that can be safely recovered here at home."

NATO denies Libya claim raids kill more civilians (AFP)
TRIPOLI (AFP) ? NATO came under verbal fire again on Saturday from Moamer Kadhafi's regime, which accused it of killing 15 more people in strikes on civilian sites in the eastern town of Brega, a claim promptly denied by the alliance.
Meanwhile, three powerful explosions struck the eastern Tripoli suburb of Tajura, where a number of military installations are located, and columns of smoke could be seen from the city centre, AFP correspondents said.
It was not known if the blasts were the result of an attack by NATO, which has repeatedly targeted the area in the past.
And in the opposition stronghold of Benghazi, a top official of the National Transitional Council (NTC) said rebels expect to receive an offer from Kadhafi "very soon" that could end the four-month-old war.
In the latest accusation against NATO, Libyan television said "the colonialist crusader Atlantic coalition bombed civilian sites, among them a bakery and a restaurant in Brega, creating 15 martyrs and more than 20 wounded, among them regular clients of those places."
Following the claim, a NATO spokesman said the alliance "did target buildings in an abandoned area of Brega. These were legitimate military targets that were hit.
"We took a long time to watch the area and make sure. Meticulous planning went into this."
A NATO official said that "since midnight (2200 GMT on Friday), we have not struck any targets in Brega," a key refinery town some 800 kilometres (500 miles) east of Tripoli and 240 kilometres southwest of Benghazi.
Separately, Operation Unified Protector's military spokesman Mike Bracken told AFP: "We take great care to avoid civilian casualties, and even at the last minute we will divert weapons to ensure civilians are not injured."
In London, British military spokesman Nick Pope said the attacks followed "sustained and intensive surveillance which had confirmed the use of the various buildings by regime troops and the absence of normal civilian patterns of life in the surrounding areas."
RAF Tornados had hit "a radar station, three command and control centres located in buildings which had been commandeered by the regime, and a warehouse complex used to stockpile military supplies," he said.
In Benghazi, NTC vice chairman Abdel Hafiz Ghoga told AFP that intermediaries had indicated a proposal from the Libyan strongman was in the works and that the rebels would give it serious consideration if they received it.
"We expect to get an offer very soon; he is unable to breathe," said Ghoga.
"We want to preserve life, so we want to end the war as soon as possible. We have always left him some room for an exit."
Ghoga said the NTC understood through contacts with France and South Africa that a Kadhafi offer was being prepared.
"These are the countries chosen by the Kadhafi regime to present a proposal to the National Transitional Council, but we have not received anything to date."
"We will take a serious look at it," Ghoga said, while reiterating the NTC's demands that any deal results in the removal of Kadhafi and his family from power and politics.
Rumours have been rife in recent days that Kadhafi may consider leaving Tripoli and that rebels could accept his internal exile to a remote location.
The rumours have been fuelled by a military deadlock on the ground and a steady trickle of defections from Kadhafi's forces.
The rebels said Saturday that 38 Kadhafi officers -- including six of high rank -- fled to Tunisia a day earlier.
But it remains to be seen if such a deal is just wishful thinking. So far efforts to reach a diplomatic end to the conflict have come to nothing.
In other developments, 17 of Libya's top footballers, including national team goalkeeper Juma Gtat, have defected to the rebels, Ghoga said.
"These 17 members were on their way to Mali when they declared their defection."
The BBC earlier reported the defections, which also included three other national team players and the coach of Tripoli's top club Al-Ahly, Adel bin Issa.
Gtat told the BBC: "I tell him (Kadhafi), leave us alone and leave the Libyan people (to) enjoy their life in new Libya, Libya for freedom."
And Issa said he wanted "to send a message that Libya should be unified and free," adding that he hoped "to wake up one morning to find that Kadhafi is no longer there."
